  1. Data sharing for feeding into hydrological models for operational flood forecasting would be made very easy and even funding for hydro-meteorological instrumentation would not have a split budget. Both Hydro-meteorological Service would understand much better what they are doing and the need to complement each other in the quest to understand climate change and variability.

  2. Three areas for strengthening ourselves
    a) Being the Apex Body in the Hydrological services sector, it should have the power to intervene in the water security issues which takes place between nations.
    b)Observation, Monitoring and Troubleshoot should be followed up with Basic conventional methods wherever possible.
    c) Wherever possible Hands on Training and skills to be provided for the Academicians. Because Through Academicians only the new Generation is getting trained and the Technology also comes into effect from both industrial and academic sector heads put together.

  3. Monitoreo en tiempo real, incorporando información de radares e información satelital.

    Utilización de pronósticos meteorológicos escalados numéricamente a los puntos de las redes nacionales de monitoreo y paralelamente la disminución de la incertidumbre de los pronósticos meteorológicos.

    Previsión y gestión de eventos extremos.

  4. It should be strengthened:
     1) The training of human resources of the hydrometerological services, promoting the continuous training of its personnel in the countries with more experience and technically more developed.
    2) Observation systems, monitoring networks and unification of them.
    3) The computational capabilities of the hydrometerological services.

  5. It can be indicated three large areas where a capacities of hydrological activity of the State Hydrometeorological Service of Ukraine should be strengthened: 1) management (expanding observation in regions of extreme hydrological events; implementing a quality management system; developing a capacity building, timely take into account peculiarities of needs of public and private sectors); 2) new technologies of measurement, data management and providing users with products and services); 3) science ( developing new methods of short – and long term forecastiing).
