Question 7: Meteorology and hydrology in many countries are dealt with by different government organizations. What is your suggestion to make the WMO structure better adapted to the reality of such management of different sectors, to promote more effectively coordination of meteorology and hydrology in Member countries?

  1. Even though Meteorology and Hydrology are two faces of the same Coin. This shall not be mixed with.
Certain parameters responsible for Meteorology are under control from anthropogenic side.
The anthropogenic intervention for component of hydrology needs a long term study. Both Hydrology and Meteorological should go in parallel.

  2. Hydrology events are subsequent to meteorology in many different scale of time and space. From that statement, I can’t see how these two disciplines may be join in one board having different objectives. If meteorology can be assess globally all over a country, it is not the case for hydrology (water ressources) that have local interest.
For me the policy in Africa in that matter should encourage (support and fund) the local governments or bodies including universities to implement hydrology monitoring at local scale for their needs. WMO could improve the capacity locally as it did it for some of his programs

  3. It´s necessary to strengthen programs that require participation of both, meteorological and hydrological services, in a cooperative framework, in particular when these programs show good results to general public( examples: risk management, water resources availability …)
This cooperative framework could be promoted at the international level by an specific forum for hydrologists within the WMO structure.

  4. WMO should interlink the basic guidelines for hydrological services with the demand for meteorological information. Here weather forecast are widely used, but often a deficit exists in climatological information!

  5. Proposed suggestions:
    • Create a structure of supporting coordination between hydrological and meteorological services in member countries.
    • Support and funds projects in member countries which integrate collaborators from both meteorological and hydrological services.
    • Support training for Scientists in coupled hydrometeorological topics.
