  1. New standards is demanded for the increasing flood and drount intensity due to climate change because many kinds of International standards or guidelined are not enough for this situation.

  2. Now, we have so many various technologies, methods, and data for hydrology and objectives of hydrological analysis. WMO can help and guide to select the methods, data, and processes.

  3. – Increasing exposure of population and human activities to flood damage
    – increasing density of data from observations (in situ and remote) and model from heterogeneous sources potentially useful for hydrology

  4. Rapid technological advances in data acquisition, communication and management make it difficult for many developing NHSs to select from the numerous available options. The authorized voice of WMO can and should help in this respect through guidance and advice.

  5. Climate change and variability, floods, droughts and wild fires are the major external changes and dynamics that demand a response by the National Hydrological Services so there is need to intensify research and development including using local knowledge.
